The U.S. Environmental Protection Agengy calls the collaborative efforts that contributed to the river's clean-up a "Blueprint for success." Much needs to be done before swimming there will be attractive to most people, but many of the million nearby residents have returned to the banks to launch canoes, fish or walk.
